Oman has a statutory minimum wage and it applies to Omani nationals only, so as a foreign worker there is no legal floor under your pay at all. More than 200 job titles are closed to expatriates and the list is still being extended on a published timetable: computer programmer closed on 1 January 2026, website designer closes on 1 January 2027. No wage floor applies to you, and the closed list keeps growing

Oman has a statutory minimum wage, and if you are not Omani it does not apply to you.

That single sentence explains more about the Omani labour market than any other. Ministerial Decision 222 of 2013 set a minimum monthly package of RO 325 for private sector employees, RO 225 of basic salary plus a RO 100 allowance, and it applies to Omani nationals only. The ILO's review of Oman's regulatory framework records the same position in plain words: the minimum wage is not applicable to migrant workers. Article 88 of the Labour Law still gives the Minister the power to set a minimum wage after consulting the Joint Dialogue Committee, so this could change, but as at today it has not. Ministerial Decision 222/2013 is not published in English on an Omani government page that we could reach. We have taken its number, its amount and its scope from the Oman Law Blog of the law firm Curtis, Mallet-Prevost, Colt and Mosle, which is not an official source, and cross checked the scope against the ILO review. We will not print a different figure.

The practical consequence is that the floor on your pay in Oman is your offer letter and nothing else. There is no wage order to appeal to, no sectoral rate, no housing or food minimum of the kind Qatar legislated. What the law does give you is on the cost side, and it is worth more than most people realise.

Article 31: you pay nothing to be hired

The Labour Law, Royal Decree 53 of 2023, prohibits collecting any amount from a worker licensed to be recruited in exchange for that employment. The cost of the labour clearance, the work permit and the recruitment itself sits with the employer. If somebody asks you for money to place you in an Omani job, that payment is the unlawful act, not a normal cost of migration.
