Since 1 July 2025 a private sector expatriate in Kuwait needs the employer's approval to leave the country, applied for on a government app no later than 24 hours before departure. Before that, a computer at the Public Authority for Manpower checks your degree, your field of study and your university's accreditation against Ministry of Higher Education records, and since May 2025 you cannot correct a wrong qualification without leaving Kuwait. Article 18, and the degree a computer checks before you get it

Free

Before a Kuwaiti employer can put you on a private sector work permit, a computer checks your degree, your field of study and whether the awarding university is recognised, against the Ministry of Higher Education's records.

Almost every foreign professional in Kuwait is on what everyone still calls an Article 18 visa: the private sector work residence, sponsored by a Kuwait-registered employer that holds a valid file and an approved labour quota at the Public Authority for Manpower (PAM). You cannot apply for it yourself, and you cannot sponsor yourself into it. The employer applies to PAM for the work permit, the visa is stamped, and once you have landed, been fingerprinted and passed the medical, the Ministry of Interior issues the residence. The name survived the rewrite of the residence law: government reporting in 2025 still describes private sector workers as being on Article 18 visas. Gulf News, 29 June 2025, checked 20 Sep 2026

The step that stops more applications than any other

PAM has an automated system that verifies academic qualifications before a work permit is granted. A circular from acting Director General Marzouq Al-Otaibi set it up after fraudulent certificates were found. It checks three things, not one: the academic degree, the field of specialisation, and the accreditation status of the qualification, measured against Ministry of Higher Education standards. It runs on applications made through the government's Ashal portal and the Sahel Business app, and it covers expatriate, GCC and bidoon applicants alike. The consequence people miss: the field on your certificate has to match the profession the employer is hiring you into. A general science degree will not carry an engineering permit, and a diploma will not carry a degree-level one. Sort this out before you accept the offer, because fixing it later is expensive. According to a Kuwait practice note by the law firm Paul Hastings, which is not an official source, since May 2025 an expatriate cannot amend a recorded academic qualification from inside Kuwait at all: the change requires leaving the country and returning on a new visa. Getting the certificate into a state Kuwait will accept

Two parts of this are documented by the Kuwaiti government itself, and one part is not. We will be clear about which is which.

The documented part is the equivalency (معادلة الشهادات) run by the Ministry of Higher Education's Academic Certificate Equivalency Department, which recognises qualifications from foreign and Arab universities for employment in both the public and private sectors. The ministry's own service page says the graduation certificate and transcript must be approved by a Kuwaiti cultural office, that applications are filed on mohe.edu.kw against your Civil ID with each document under 1 MB, and that you must then book an appointment through meta.e.gov.kw and attend in person, or by power of attorney, at Sanabil Tower, floor M3, next to Amiri Hospital, to sign the pledge. Counter hours are Sunday to Thursday, 08:30 to 13:00, and a missing document means rejection rather than a request to supply it.
