FreeHong Kong runs five separate admission routes for skilled workers, and the thing that separates them is not the salary threshold. It is whether you need an employer before you are allowed to land.
The distinction that decides your whole plan
Three of the five routes admit you on your own record and let you look for work after you arrive. Two require a named employer who has already hired you. That is the real fork in the road, and it is not how most people think about Hong Kong.
No job offer needed: Top Talent Pass Scheme, Quality Migrant Admission Scheme, and the graduate route for people who studied in Hong Kong.
Job offer required: General Employment Policy, Technology Talent Admission Scheme.
The two halves are close to the same size. In 2025 the Immigration Department approved 31,508 Top Talent Pass applications and 31,278 General Employment Policy applications.
